Selle kaudu leiaksid lahenduse elanike ja omavalitsusliku täitevvõimu tegevusest või tegevusetusest tulenevad vaidlused. „Niisugune erapooletu vahekohtunik on olemas paljudes linnades ja vajadus tema järele on ka Tallinnas,“ selgitas volikogu esimees. „Linna ombudsman peaks tegelema linlaste ja kohaliku täidesaatva võimu esindajate vahel tekkinud konfliktide reguleerimisega neutraalselt positsioonilt.
