Armsad kolleegid, kaaslinlased, külalised! Täna 92 aastat tagasi sai Eesti Vabariik alguse „Manifestiga kõigile Eestimaa rahvastele“. Meie rahvusriik sündis rahvaste riigina. See oli meie esimene konstitutsiooniline dokument. Ei ole kohatu ega asjatu seda täna meenutada. Kolm esimest punkti seal ütlevad: „1. Kõik Eesti vabariigi kodanikud, usu, rahvuse ja poliitilise ilmavaate peale vaatamata, leiavad ühtlast kaitset vabariigi seaduste ja kohtute ees. 2. Vabariigi piirides elavatele rahvuslistele vähemustele, venelastele, sakslastele, rootslastele, juutidele ja teistele kindlustatakse nende rahvuskultuurilised autonoomia õigused. 3. Kõik kodanikuvabadused, sõna-, trüki-, usu-, koosolekute-, ühisuste-, liitude- ja streikidevabadused, niisama isiku ja kodukolde puutumatus peavad kogu Eesti riigi piirides vääramata maksma seaduste alusel, mida valitsus viibimata peab välja töötama.“ Kui õigeaegne on täna neid punkte meenutada – nii meie valitsusele kui ka rahvale! Kui õigeaegne on seda täna teha ka Tallinnas! Tallinna pole Eesti riigi pealinnaks mitte keegi mitte kunagi määranud, pole mitte keegi mitte kunagi hääletanud. Tallinn on Eesti pealinnaks tõusnud just nagu iseenesest. Tänu millele? – Aga tänu sellele, et Tallinn on Eesti ajaloos olnud rahvusvahelise Hansa Liidu jõukaimaid sadamalinnu. Just see on tõstnud ta pealinnaks. Avatus merele, rahvusvahelistele rahavoogudele, avatus rahvusvahelisele suhtlusele, majandussuhetele Euroopaga. See on ka meie tänane programm. Täna 92-aastaseks saav Eesti Vabariik peab Euroopa Liidu liikmena tunnistama, et Tallinn võiks olla kogu meie riigi mudeliks. Eks taha me ju tervet Eestit avada rahvusvahelisele suhtlusele, Euroopa majandussuhetele, investeeringutele, saada tuntuks ja tunnustatuks, jõukaks ja jõudsaks. Just selles võtmes tuleks näha ka Tallinna saamist Euroopa kultuuripealinnaks aastal 2011. Üheks aastaks omandab Tallinn ainulaadse positsiooni, kus ta saab Euroopa tähelepanu keskmesse kaasa tõmmata kogu Eesti. Just selle mõttega asutati mullusel Tallinna päeval siin raekojas koostöövõrgustik Euroopa Kultuurilinnad Eestis 2011. Koos Tallinnaga moodustasid selle Haapsalu, Narva, Paide, Pärnu, Rakvere, Tartu, Viljandi ja Võru. Möödunud aastal liitus Põlva. Tänavu lisandusid Valga, Elva ning Otepää. Me ehitame tugevat Eestit. Olgu see algatus täna Tallinna kingitus Eestile. „Manifestisti kõigile Eestimaa rahvastele“ kasvagu aastaks 2011 meie „Manifest kõigile Euroopa rahvastele“!
