Tuleva aasta linnaeelarve menetlemiseks kutsus Tallinna linnavolikogu esimees Toomas Vitsut kokku volikogu erakorralise istungi.
Vitsut kutsus volikogu erakorraliselt kokku esmaspäevaks, 6. septembriks, et alustada Tallinna linna 2011. aasta eelarve esimest lugemist. Eelarve eelnõu jõudis täna volikogu kantseleisse, selle esmakordselt eurodes esitatud kogumaht ületab 463 miljonit eurot (7,245 miljardit krooni).
Tallinna raekojas toimus täna pidulik vastuvõtt neile Tallinna koolide õpilastele, kes osalesid 2009/2010 õppeaastal rahvusvahelistel olümpiaadidel. Vastuvõtule olid palutud ka nende õpilaste vanemad, juhendajad ja koolide direktorid.
Nimelised medalid „Tallinn tänab“ koos tänukirja ja kingitusega andsid õpilastele üle Tallinna Linnavolikogu esimees Toomas Vitsut, linnapea Edgar Savisaar ja abilinnapea Yana Toom.Linnavolikogu esimees Toomas Vitsut ütles oma tänukõnes, et Tallinn on üks väheseid linnu, kus tunnustatakse inimesi tarkuse eest. „Igal aastal 15. mail ehk Tallinna päeval annan ma Poska majas üle stipendiumid parimatele Tallinna üliõpilastele, loodan ka teid peagi nende hulgas kohata,“ lausus Vitsut.
Linnavolikogu esimehe Toomas Vitsuti hinnangul tuleks Tallinnas jätkata sünnitunnistuste väljaandmist, rõhutamaks lapse ilmaletuleku tähtsust.
Vitsut ei poolda uut korda, mis hakkas kehtima alates 1. juulist 2010 jõustunud perekonnaseisutoimingute seadusega. Uue korra kohaselt ei anta enam vastsündinu vanematele lapse sündi tõendavat sünnitunnistust, vaid see on asendatud elektroonilise kandega rahvastikuregistris. Vanema nõudmisel annab perekonnaseisuamet talle väljavõtte registrist.
Tallinna volikogu esimehe Toomas Vitsuti hinnangul püüab Eesti keskvõim jätta kohaliku omavalitsuse ilma põhiseaduslike õigusteta.
„Kuni omavalitsustel puudub fiskaalautonoomia, on nad keskvalitsusel nööri otsas, mida lastakse parasjagu niipalju pikemaks, kui palju ühe või teise omavalitsuse vastu armulikkust jagub. Nii muudetakse omavalitsused samasugusteks keskvalitsuse käepikendusteks, nagu on maavalitsused, ning nende roll kohalike asjade otsustajana on sellega tasalülitatud,“ leiab Vitsut.
Ajalooprofessor Seppo Zetterbergi hinnangul annab Kotka ja Tallinna 55 aastat kestnud partnerlus head eeskuju Euroopa linnadele.
Tallinna ja Kotka koostöös tänavu täituvat 55 aastat märgiti mõlema linna volikogu liikmete osavõtul täna Tallinnas peetud ajalooseminariga. Kotka ja Tallinna koostööst külma sõja päevist kuni Euroopa Liidu ajajärguni andsid seminaril ülevaate professorid Seppo Zetterberg ja Mati Graf.
